The meeting pointed out that promoting the standardized construction of chemical industrial parks and the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas are important measures to implement the decisions and deployments of the Party Central Committee and the State Council, as well as internal requirements for optimizing the layout of the petrochemical industry and promoting high-quality development. At present, the identification work of chemical industrial parks has been basically completed, and it is moving from standardized construction to a stage of high-quality development. The relocation and transformation of hazardous chemical enterprises have been solidly promoted and entered the stage of comprehensive closure.

The meeting pointed out that it is necessary to further enhance the sense of responsibility and urgency, effectively fulfill the political responsibility of preventing and resolving major risks, and accelerate the improvement of the intrinsic safety level and development quality and efficiency of the petrochemical industry. We must strictly implement the "Construction Standards and Certification Management Measures for Chemical Industry Parks (Trial)", promote and implement the "Guidelines for Competitiveness Evaluation of Chemical Industry Parks" and "Guidelines for Smart Evaluation of Chemical Industry Parks", and accelerate the cultivation of chemical industry parks with distinctive industrial characteristics, strong collaborative innovation capabilities, high level of intelligence, scale benefits, and leading factor efficiency. We must adhere to and strengthen the mechanism of central coordination, provincial responsibility, and city county implementation for the relocation and renovation of hazardous chemical enterprises, strengthen work supervision and problem coordination, increase financial and policy support, strengthen safety and environmental management during the relocation and renovation process, properly resolve various risk issues, and ensure the comprehensive completion of relocation and renovation tasks by 2025.
